Public Decarbonisation Scheme

The public decarbonisation scheme was launched by the Department for Business, Energy and Industrial Strategy (BEIS)[1] to provide grants for public sector bodies for energy efficiency projects in alignment with the governments net zero and decarbonisation targets. This scheme is delivered by Salix Finance, the £1 billion fund aims to encourage businesses to invest in projects contributing to carbon reduction, in the hopes to stimulate economic growth and the green economy. 

Public sector bodies eligible for the Grant scheme should confirm their eligibility here and submit an application for funding projects with the aim of carbon reduction, which will be reviewed by Salix Finance.  The table below represents the categories of technologies that are eligible for funding:


enFrame is a community interest company[2] that aids the procurement of energy efficiency and carbon reduction services for public sector bodies. Panacea is a member of the enFrame Energy Performance Contracting (EPC) framework and acts as an energy service company (ESCo) that aims to support public sector bodies. Panacea aims to provide energy efficiency solutions; conduct energy saving audits; development of a business case in addition to tailored support and guidance.
